Zootropolis er navnet på en ganske særlig by, hvor dyr på to ben lever i fred og fordragelighed. Kaninen Judy Hopps har en drøm om at blive politibetjent, men hun har alle odds imod sig. Aldrig før har en kanin klaret sig igennem træningsforløbet, hvor konkurrenterne er langt større dyr som isbjørne og næsehorn.
