Arthur Fleck kæmper for at finde sin plads i mængden. I den fjendtlige by Gotham, der emmer af splittelse, går han rundt i de mørke gader iført to forskellige masker. Den maske, han dagligt maler på i sit job som klovn, og den anden han aldrig kan tage af. Den er hans forklædning - hans meningsløse forsøg på at passe ind i samfundet i stedet for at være den mand, der gang på gang skuffes af livet. Arthur er faderløs, og hans skrøbelige mor er hans bedste ven. Hun gav ham kælenavnet Happy. Et navn, der fremmaner hans smil og skjuler smerten indeni. Men da han bliver mobbet af teenagere på gaden, hånet af forretningsmænd i metroen og drillet af hans klovnekollegaer, bringes den udstødte mand kun endnu mere ude af synk med alle omkring ham.
