A very wise inventor has perfected an electric device whereby he can control the velocity of everything in sight when he turns the crank attached to the box in which the wonderful apparatus is encased. The first picture Hire shows him in the laboratory after completing the machine, and when he turns the crank the girls who have been assisting him start to work with lightning rapidity and disappear from the room like a shot out of a gun.

In this interesting little drama we are brought in contact with a man who is one of the highly respected citizens of a little mountain village, while in reality he is living a Dr. Jekyll and Mr. Hyde existence. We see him leave his home and go on his way up into the mountain to hunt. When he reaches a remote part in the forest he takes a black cape and mask from under a rock and puts them on, thus concealing his identity.

A raffle booth at a country fair is shown, at which live stock is being drawn for, in full operation. The good, folk gathered about hold numbers and as the wheel turns a clown distributes among the winners, chickens, rabbits and geese. One portly gentleman wins a pig and becomes so elated on receiving his prize that with some friends he goes to a café to drink. He indulges by far too freely and spills many bottles of liquor into the pig's anatomy, via its mouth, until the animal seems to be intoxicated too.

A submarine coming into port is seen gliding smoothly on the water and the little rowboat which is to bring the captain of the vessel to his post is seen leaving for shore. We see the dashing young officer bidding his love adieu, and then seating himself in the frail craft is soon once more on duty at the wheel. Away they go, and reaching the wide sea the ship gives a lurch and disappears under the water.

Then follows a scene from the opposite side of the bridge, from the right bank of the Vltava River. The group of people then walks back from the Letná side.

The film was released in the United States with the title Love and Fortune, in a version which sought to mellow the character of the male protagonist, at least judging by the synopses in the period press: the American Ascanio was always in love with Graziella, and he only lets himself think of wealth in his dreams.

The film observes busy everyday life in the metropolis as it happens on the street (including Boulevard Anspach, Rue de la Loi, Boulevard Emile Jacqmain), in the parks (Brussels Park and Parc du Cinquantenaire) and on the markets (including Grand Place). The iconic buildings feature extensively, buildings such as the Bourse, the Law Courts, St. Michael and St. Gudula Cathedral, Brussels' City Hall and the Parliament. After the tram ride through the Forêt de Soignes to the Congo Museum in Tervuren, the film ends with panoramic images of the city.
