Tilanne alkaa näyttää todella ikävältä Englannin tiedustelupalvelulle. SMERSH sabotoi globaalia tasapainoa; 11 agenttia on kadoksissa ja mikä pahinta, maailman paras agentti 007 on siirtynyt nauttimaan valtion eläkettä. M, CIA:n johto (Washington DC:stä) ja KGB (Neuvostoliitosta) toteavat, että vaihtoehtoja on vain yksi: Sir James Bond on saatava takaisin kentälle. Bond huomaa joutuneensa vastatusten pirullisten naisagenttien, silmänkääntötemput taitavan korttihain (Orson Welles) ja neuroottisen suuruudenhullun (Woody Allen) kanssa.
