Etsivä Raven havahtuu lukittuna tuoliin uuden Mercy-tekoälyn pyörittämässä tuomioistuimessa, jonka tarkoitus on palauttaa järjestys rikollisuuden piinaamaan lähitulevaisuuden Yhdysvaltoihin.
