Tom, le frère jumeau de Bob travaille au pôle Nord. Noël approche et Bob invite son frère à le rejoindre pour les fêtes. Mais la maire de la ville donne une mission de dernière minute à Bob pour organiser la fête de Noël, ce qui risque de retarder les préparatifs pour recevoir son frère. Dans le même temps, un célèbre groupe de Rock'n'Roll arrive en ville pour donner un concert spécial pour Noël, et Tom rate le seul bateau qui aurait pu l'amener chez Bob.

Dans cette aventure inédite, Bob doit construire un barrage pour amener de l’eau à Springville. Les ennuis commencent quand son nouvel associé se révèle être, peut-être bien, un nouvel ennemi...!

The show is based on the British colloquial use of "cowboy" to describe a workman of doubtful professionalism e.g. a "cowboy builder".
