Rodney Copperbottom, è un piccolo e geniale robot di città che inventa congegni e nutre la speranza di superare i confini del suo mondo bizzarro e pittoresco, lavora in un ristorante al fianco del padre (che è una vera e propria lavastoviglie), ma ambisce a qualcosa di più. Armato del suo speciale talento inventivo, decide di partire per Robot City, dove spera d’incontrare il suo idolo, l’autorevole inventore Bigweld.
Marty McFly è stato catapultato per errore nel 1955, grazie alla macchina del tempo ideata dal suo amico scienziato Doc. Non avendo più "carburante" per poter tornare nel futuro si rivolge alla versione più giovane di Doc, che nonostante l'incredulità iniziale si farà in quattro per aiutarlo. Ma nel 1955 non è solo Doc ad essere più giovane, Marty infatti si imbatte casualmente nei suoi genitori, all'epoca teenager, ma l'incontro aggiungerà altri problemi.

Flint Lockwood fin da piccolo ha avuto la passione per le invenzioni ma c'era sempre qualcosa che non andava a buon fine. Divenuto adulto, e abitando in un'isola la cui unica produzione fonte di alimentazione sono le sardine, prova ad inventare un marchingegno che trasformi l'acqua in alimenti. Anche in questo caso sembra destinato al fallimento ma quando, per un eccesso di energia, la macchina finisce con l'essere lanciata nel cielo sopra l'isola accade un fatto mai visto prima. I fenomeni atmosferici si trasformano in precipitazioni di cibo. Flint diventa famoso e al suo fianco c'è Sam Sparks, una giornalista addetta alle previsioni meteo di una televisione. Anche lei non è mai stata una vincente e ora si troverà ad affrontare con lui un periodo di gloria che può trasformarsi in disastro.
Il film comincia dove terminava il primo capitolo, ovvero con Marty e Jennifer che partono insieme allo scienziato Doc, inventore della macchina del tempo, per il 2015 allo scopo di evitare che il futuro dei loro figli possa essere in pericolo.
