Hodaka è uno studente delle superiori che decide di scappare di casa e da una remota isola si trasferisce a Tokyo. Dopo aver iniziato il suo lavoro, il tempo diventa sempre più piovoso giorno dopo giorno. In un angolo della città affollata e frenetica, Hodaka incontra una ragazza di nome Hina. Costretti dalle circostanze, Hina e il fratello minore vivono insieme, anche se accettano la situazione allegramente. Hina ha anche un potere: è in grado di fermare la pioggia e schiarire il cielo.

I fenomeni atmosferici si trasformano in precipitazioni di cibo. Flint diventa famoso e al suo fianco c'è Sam Sparks, una giornalista addetta alle previsioni meteo di una televisione. Anche lei non è mai stata una vincente e ora si troverà ad affrontare con lui un periodo di gloria che può trasformarsi in disastro.
