恋人サラ（メアリー=ルイーズ・パーカー）と一緒に生活し、諜報（ちょうほう）活動から縁遠い毎日を過ごしていた元CIAのフランク（ブルース・ウィリス）。しかし、かつての仲間マーヴィン（ジョン・マルコヴィッチ）が関わった小型核爆弾をめぐる冷戦時代の極秘計画が原因となったトラブルが持ち上がる。解決の手掛かりを追い求め、フランクはサラ、マーヴィンと共にヨーロッパへと足を運ぶが……。
