独裁国家となった未来のイギリス。TV局で働くイヴィーは外出禁止時間帯の夜に秘密警察に見つかり、絶体絶命の危機に見舞われたところを、"V"とだけ名乗る仮面の男に命を救われる。しかし、"V"と名乗るその男は、国家を相手にひとりテロ活動を続け、クラシック音楽の調べにあわせて街を爆破、TV局を不法占拠し、政府要人を暗殺していく、正体不明、経歴不詳、善か悪かの判別不能の男だった。1605年に国王の圧制に反発し国家転覆を図り失敗に終わったガイ・フォークスにならって、イギリスの反逆精神の象徴となったその日、11月5日-ガイ・フォークス・デイ-に、国民の決起を呼びかける"V"。正義か、犯罪か。"V"とは一体何者なのか？"V"と出会い、自分自身についての真実をも知るようになったイヴィーは、図らずも"V"の協力者となり、自由と正義を取り戻す革命のために立ち上がったー。

In 1987, bloodied man Soo-ho jumps into a women's university dormitory in Seoul. Yeong-ro, a female student who fell in love with him at a group blind date, tends to his wounds as the dormitory is ensnared in intense surveillance.
