ソウルのタクシー運転手マンソプ（ソン・ガンホ）は「通行禁止時間までに光州に行ったら大金を支払う」という言葉につられ、ドイツ人記者ピーター（トーマス・クレッチマン）を乗せて英語も分からぬまま一路、光州を目指す。何としてもタクシー代を受け取りたいマンソプは機転を利かせて検問を切り抜け、時間ぎりぎりで光州に入る。“危険だからソウルに戻ろう”というマンソプの言葉に耳を貸さず、ピーターは大学生のジェシクとファン運転手の助けを借り、撮影を始める。しかし状況は徐々に悪化。マンソプは１人で留守番させている11歳の娘が気になり、ますます焦るのだが…。
