2024년 1월 29일. 적신월사 자원봉사자들이 긴급 전화를 받는다. 가자지구에서 한 6살 소녀가 총격 속 자동차 안에 갇혀 구조를 애타게 요청하고 있다. 자원봉사자들은 소녀와의 통화를 이어가며 애쓰는 동시에 구급차를 보내기 위해 모든 노력을 다한다. 그 소녀의 이름은 '힌드 라잡'이다.

매일 밤, 무스타파는 발코니에 서서 200미터 앞에 떨어진 집의 아내와 아이들과 서로 불을 껐다 켜면서 안부를 전한다. 팔레스타인을 가로지르는 장벽 건너편에서 일하기 때문에 물리적으로 가까이 있지만 서로 왕래하는 것이 매우 어렵다. 장벽을 건너려면 공항 이민국과 검색대를 통과하듯 지난하고 불친절한 행정절차를 거쳐야 하는데 이 마저도 때때로 기술적인 문제로 기약 없이 닫히기도 한다. 그 와중에 갑작스럽게 아들의 사고 소식을 듣게 되고 머나먼 길을 돌아서라도 아들을 찾아가려고 한다.

팔레스타인을 떠나 제2의 터전을 찾고 싶었던 일리야 술레이만 감독은 자신을 따라다니는 팔레스타인이라는 꼬리표를 떼어버릴 수 없음을 알게 된다. 새로운 삶을 향한 그의 열망은 이 영화에서 실패를 자조하는 희극으로 전환된다. 술레이만 감독은 파리, 뉴욕 등 세계 대도시를 다니며 제작자들에게 서툴게 자신의 ‘팔레스타인’ 영화를 설명하고 무표정한 얼굴로 거리를 응시하는 자신의 페르소나를 연기한다. 영화 속 술레이만은 팔레스타인 사람이면서 극중 인물의 말처럼 ‘충분히 팔레스타인 사람 같지 않은’ 존재로 어느 곳에도 섞이지 못한다. 감독은 어눌해 보이기도 하고 현자 같기도 한 또 다른 술레이만의 눈을 통해 세상과 팔레스타인의 현재 모습을 풍자적으로 보여준다.

바젤은 팔레스타인 서안지구 웨스트 뱅크의 마사페르 야타 출신의 젊은 팔레스타인 활동가다. 그는 어릴 때부터 이스라엘 군의 강제적인 마을 철거에 저항하며 마을의 현실을 기록해 왔다. 그러던 중 팔레스타인을 돕는 기사를 쓰기 위해 온 젊은 이스라엘 저널리스트 유발과 친해지고, 둘 사이에는 예기치 않은 유대감이 생긴다. 그러나 불과 30분 거리에 살지만 완전히 다른 세계에서 사는 둘 사이에는 건널 수 없는 차이가 존재한다.

티베리우스 황제 치하 18년의 로마. 마루셀루스(Marcellus Gallio : 리차드 버튼 분)는 원로원의 유명한 갈리오 의원의 아들로 여자와 도박에 빠져 지낸다. 어느 날 마르셀루스는 그리스인 노예 드미트리우스(Demetrius : 빅터 마츄 분)의 경매에서 왕세자 칼리굴라(Caligula : 제이 로빈슨 분)가 드미트리우스를 원한다는 걸 알면서도 높은 가격을 불러 드미트리우스를 차지한다. 이 일을 계기로 마르셀루스는 예루살렘 수비대로 쫓겨난다. 마르셀루스는 예루살렘에서 예수라는 청년과 다른 두 사람을 십자가형에 처한다. 그후 꿈에 예수가 걸쳤던 성의가 나타나 악몽에 시달리고, 마침내 성의를 찾아내 없애버리기로 결심한다. 그러나 성의는 자유인이 되어 떠난 드미트리우스의 손에 있었다. 마르셀루스는 드미트리우스를 찾아 나서고 그 과정에서 많은 기독교인들을 만나게 된다. 마침내 마르셀루스는 드미트리우스를 찾아 성의를 손에 넣는다. 마르셀루스가 성의에 손을 대는 순간 평화와 안식을 느끼고, 성의의 주인인 예수의 추종자로 돌아선다. 한편 칼리굴라는 마르셀루스가 기독교인의 무리에 합류했다는 소식을 접하고, 그를 체포하기 위해 혈안이 된다.

어느 날, 옛 친구와 함께 술집에 들른 영화감독 아리는 계속 반복되는 친구의 악몽에 관해 듣게 된다. 매일 밤 꿈에 어김없이 등장해 자신을 쫓는 정체 모를 26마리의 사나운 개들에 관한 이야기. 두 남자는 이 악몽이 80년대 초 레바논 전쟁 당시 그들이 수행했던 이스라엘 군에서의 임무와 어떠한 연관이 있다고 결론 내린다. 오랜 시간 친구와 대화를 나누던 중 아리는 자신이 당시의 일들을 전혀 기억하지 못한다는 것을 깨닫고, 잃어버린 기억을 찾기 위해서 전세계를 돌며 자신의 옛 친구들과 동료들을 찾아 나선다. 아리가 과거의 비밀을 더 깊이 파헤쳐갈수록 때로는 선명하게, 때로는 초현실적인 이미지의 형태로 그의 기억들도 하나씩 떠오르기 시작하는데….
