Who killed this man to rob him of his money in this notorious neighborhood of Paris? The usual local scoundrel such as the one that has almost been lynched by the mob and arrested by the police? Not at all. In fact the poor man is innocent, even though appearances are deceiving. The real culprit is a respectably-looking man who, to divert suspicion, has put some blood of his victim on his fingers and some of the stolen money in his pockets while he was asleep.

The former utterly refuses to forecast the coming events of his sovereign, even under the pain of death; but he brings forth a priestess who possesses the powers of divination. This priestess is introduced in a wonderful way: a throne is brought forward, and then a box from which the pieces of a statue are removed and piled up in regular order; the statue suddenly becomes animated. The king implores the latter to foretell his life. She commands him to look through a telescope toward the side of the room. A vision appears. (Moving Picture World)

Unable to agree, each goes to a sculptor's studio and bribes him to sculpt a bust of the individual favorite. Instead, the sculptor spends their fees on a dinner with his model during which he becomes so inebriated that he is taken to jail. There he has a nightmare, wherein three busts are created and animated from clay (through stop-motion photography) in the likenesses of Democrat William Jennings Bryan and Republicans Charles W. Fairbanks and William Howard Taft. Finally an animated bust of Roosevelt appears.
