Hynkelis niekina žydus ir nuolatos siaubia jų getą. Tuo tarpu kirpėjas grįžta į savo kirpyklą gete. Nežinodamas apie esama antižydišką Hynkelio politiką, jis susiduria su arijų kulto gauja.Kirpėją išgelbėja jo draugas Šulcas, vienas ištikimiausių Hynkelio vadų. Jo dėka getas susilaukia atokvėpio nuo diktatoriaus atakų. Kirpėjas atnaujina savo darbą kirpykloje ir užmezga platonišką draugystę su Hana.
