Praagse lente, 1968.. maar laat anderen zich maar druk maken over kleinigheden zoals vrijheid en het najagen van geluk. De chirurg en vrouwengek Tomas concentreert zich liever op het geluk dat de jacht hem oplevert.
In een alternatief 1985 zijn superhelden in de ban gedaan door de Amerikaanse federale overheid. Waar voorheen superhelden tot het algemene Amerikaanse straatbeeld behoorden, heeft de overheid het superheldenbestaan illegaal verklaard. De minister van Cultuur is erg geïnteresseerd in Christa-Maria en geeft Stasi-agent Wiesler (Ulrich Mühe), alias HGW XX/7, opdracht de twee af te luisteren. Boven hun appartement, op zolder, luistert hij dag en nacht hun leven af. Maar hoe meer hij in hun leven wordt gezogen, des te meer moeite heeft hij zijn loyaliteit aan de staat te behouden.
Nadat een vissersboot is aangevallen, realiseert het enige overlevende bemanningslid zich dat het niemand minder is dan een herrezen Godzilla. Pogingen om het verhaal aan het licht te brengen worden echter onderdrukt door de Japanse regering te midden van toenemende politieke spanningen tussen de Verenigde Staten en de Sovjet-Unie, die beiden bereid zijn Japan te bombarderen om het monster te stoppen.
