In Los Angeles opereert een bende die banken overvalt, en noemt zichzelf de 'ex-presidents' omdat ze bij hun overvallen maskers dragen van Reagan, Carter, Nixon en Johnson. De FBI stelt vast dat de daders surfers moeten zijn en dat is het enige aanknopingspunt. Ze sturen daarom de jonge agent Johnny Utah naar het strand om te infiltreren.
Steve Addington (Matthew McConaughey) is een getalenteerd en beroemd surfer. Een jonge FBI-agent infiltreert in een uitzonderlijke groep van extreme sporters die ervan verdacht worden een reeks ongeziene overvallen op bedrijven te hebben gepleegd. Hij gaat undercover met gevaar voor eigen leven en probeert te bewijzen dat deze atleten de architecten zijn van de verbijsterende misdaden die de financiële markten over de hele wereld opschudden.

P.C. Simpson is een macho type met een grote hartstocht voor het branding surfen. Hij heeft alles wat hij zich maar kan wensen, een leuke vriendin, is populair en heeft een rijke vader die het hem mogelijk maakt om deel te nemen aan het landskampioenschap van deze sport. De lokale surfscene blijkt onder leiding van de meedogenloze Scally te zijn veranderd in een gewelddadige sekte, waar toxische mannelijkheid en brute ontgroeningsrituelen de norm zijn. Terwijl de strijd escaleert, raakt de man (Nicolas Cage) verstrikt in een psychologisch kat-en-muisspel waarin zijn grip op de realiteit steeds verder vervaagt.
