Vem är egentligen mannen som döljer sitt ärrade ansikte bakom en mask? Hjälte eller galning? Frihetskämpe eller förtryckare? Vem är V – och vilka kommer att följa honom i hans kamp mot den fascistiska regim som håller nationen i ett järngrepp?

Den 4 november 1979, när den iranska revolutionen pågår för fullt, stormar iransk militär USAs ambassad i Teheran och tar 52 amerikaner som gisslan. Mitt i kaoset lyckas sex amerikaner fly och gömma sig i kanadensiska ambassadörens hem. På rymdstationen OBERON tränas schimpanser till piloter för rekognoseringsuppdrag i yttre rymden. Under ett uppdrag förlorar man kontakten med en av farkosterna. Den orädde astronauten Leo Davidson beger sig ut på ett räddningsuppdrag, men något går fel och han landar på en djungellik planet som är bebodd av engelsktalande apor och primitiva människor.
