År 43 sänder den romerske kejsaren Claudius en armé för att erövra Britannien. Den keltiska stammen Icenerna och deras kung Prasutagus bjuder inte på något större motstånd, och stora delar av landet läggs under det romerska imperiet. Men när Claudius elva år senare dör tar hans adoptivson, den redan vid unga år blodtörstige Nero, makten. När sedan även Prasutagus dör ser Nero sin chans att helt och hållet ta makten i Britannien. Men han har inte räknat med den upproriska drottning Boudica. Hon lyckas sluta fred med en motståndarklan, och tillsammans är de redo att sätta sig emot Nero och hans romerska armé. För henne finns det bara två alternativ - att segra eller dö.
