Många år efter Caesars storhetstid har flera apsamhällen vuxit fram och människorna har fördrivits. Den unga apan Noa ger sig ut på en resa för att finna frihet efter att hans klan har tillfångatagits av apledaren Proximus Caesar för att användas som slavar i jakten på mänsklig teknik. Noa börjar att ifrågasätta apornas existens när han träffar en ung kvinna som visar sig ha hemligheter om mänsklig teknik. Hon blir nyckeln till vad Proximus Caesar letar efter.
