เป็นเหตุการณ์ใน ค.ศ 2029 เมื่อโลกถูกทำให้ไร้พรมแดนด้วยเครือข่ายสารสนเทศขนาดใหญ่ ทว่าการแบ่งแยกเชื้อชาติและดินแดนยังคงมีอยู่ กระทรวงการต่างประเทศญี่ปุ่นได้ผลิตโปรแกรม สายลับชื่อ "นักเชิดหุ่น" เพื่อทำหน้าที่จารกรรมในโลกไซเบอร์ แต่แล้ววันหนึ่งโปรแกรม "นักเชิดหุ่น" ได้อ้างสิทธิ์ในการมีชีวิตเป็นของตนเองและพยายามจะหา"เปลือก" ซึ่งก็คือร่างจักรกลหรือร่างกายมนุษย์ เพื่อสิงสู่และออกสู่โลกภายนอก อีกทั้งยังข่มขู่ว่าจะเปิดโปงข้อมูลลับสุดยอดของรัฐบาลและพยายามหาช่องทาง ลี้ภัยทางการเมืองจนกระทั่งสำนักงานตำรวจรักษาความมั่นคงหน่วยที่ 9 ซึ่งเจ้าหน้าที่ส่วนใหญ่จะมีร่างกึ่งจักรกลต้องเข้ามาพัวพันกับเรื่องนี้ โดยการนำของผู้พันสาว โมโกโตะ ( ซึ่งเธอมีเพียงสมองเท่านั้นที่เป็นมนุษย์ จนเปรียบเปรยตัวเองว่าเป็นเสมือน "วิญญาณในเปลือก" )

ว่าด้วยเรื่องราวของในโลกอนาคต โดยผู้ชายคนหนึ่งต้องสูญเสียเมียของเขาให้กับแก๊งโจร และตัวเองยังโดนทำร้ายจนบาดเจ็บสาหัสเดินไม่ได้ แต่ก็มีบริษัทสุดไฮเทคมายื่นขอเสนอให้เขาได้กลับมาเป็นเหมือนเดิมอีกครั้ง ด้วยการเป็นหนูทดลองไมโครชิปเพิ่มประสิทธิภาพร่างกาย
