The kids in the tenements have no place to play except in streets where traffic is a hazard. Mickey gets the idea of building barricades to give our gang space to play at an intersection, but a beat cop, the nasty "Hard-Boiled" McManus, puts a quick end to that. A sympathetic constable and a detective who has kids of his own give our gang a chance to help law enforcement. The little rascals wear uniforms and keep an eye on things: Joe, for instance, eyes the bananas at Tony's fruit stand. When the now-fired McManus returns and seeks revenge, the junior police force and their adult colleagues are put to the test.

He is freed after several years and arrives in San Francisco, California, where he meets Camille Balishaw in a Barbary Coast saloon. She offers Robert shelter and aids in his rehabilitation, but his prison record prevents him from holding a job. After Camille and Robert are married, he finds another job and gradually regains his self-respect. Henry has a change of heart and seeks out Robert, asking him to return home, but without Camille. Robert remains loyal to his wife, forcing Henry to relent as he realizes the depth of their love.

Clemmy Dawson, the daughter of a sea captain, lives in a small fishing village, where, in the summer season, she meets Jack Avery, who is visiting a nearby resort. When Clemmy is later attacked by Sam Johnson, her father (who does not know the identity of the man who sought to force his attentions on Clemmy) vows that he will force the responsible man to marry her. Clemmy names Avery, and her father proceeds to make plans for a wedding. In the meantime, Clemmy discovers that Avery already has a fiancée and, with a change of heart, she runs off, taking refuge on Lover's Island. She makes plans to marry the villainous Sam, but Avery, realizing that he has come to love her, goes to Lover's Island, stops the wedding, and marries Clemmy himself.
