　　改编自尤金．贝狄克和哈维．威尔勒的作品，是一部从美苏对峙的冷战形势引伸出来的“写实幻想片"。内容讲述由于机械失误的关系，美国轰炸机队出发轰炸莫斯科，美国总统在无法唤回轰炸机之余，下令美军也将纽约摧毁。本片片中所描述的情况很有可能发生，因此对观众具有一种强烈的震撼力。导演自开场十分钟之后即一直紧握气氛至终场，但开场的首十分钟却有点混乱。本片最大的特色就是全无配乐。

影片以1945为时代背景，所谓“暴风女神”就是日本潜水艇伊507号上配置的尖端探测系统，当时美国向日本广岛投下原子弹，第二次世界大战已经接近尾声，日本方面为了防止美国再次使用原子弹攻击，而制定下了反击计划，意图摧毁美军的原子弹发射基地。海军上校浅仓奉命执行，而他手中的王牌就是由德国制造，具有最先进攻击力的战斗潜水艇“伊507”浅仓将与年青部下绢见少校一起，为扭转战争局势而做着最后的殊死努力……
